NOTICE OF PUBLIC HEARING ON PROPOSAL FOR THE ISSUANCE OF COMMUNITY DEVELOPMENT REVENUE NOTES BY THE MINNEAPOLIS COMMUNITY DEVELOPMENT AGENCY, MINNEAPOLIS, MINNESOTA Notice is hereby given that a public hearing shall be conducted by the Operating Committee (the "Committee") of the Minneapolis Community Development Agency (the "MCDA") on Tuesday, January 17, 2017 at 1:30 p.m. in Room 317 of City Hall, 350 South 5th Street, Minneapolis, Minnesota, to consider the proposal of North Market LLC, a Minnesota nonprofit limited liability company (the "Borrower"), the sole member of which is Pillsbury United Communities, a Minnesota nonprofit corporation, having federal income tax-exempt 501(c)(3) status, that the MCDA assist in financing a project, hereinafter described, pursuant to Minnesota Statutes, Sections 469.152 to 469.165, as amended, by the issuance of revenue notes, in one or more series (the "Notes"). The project consists of (a) financing the acquisition, renovation, expansion, and equipping of an existing building located at 4414 Humboldt Avenue North, Minneapolis, Minnesota, including a partial floor addition, to provide for an approximately (i) 16,325 square-foot grocery store; (ii) 1,875 square-foot wellness center to be leased to and operated by North Memorial Health Care, a Minnesota nonprofit corporation and 501(c)(3) organization; and (iii) space allocated for service to and use by the local community, for a total of approximately 19,885 square feet; including creating approximately 42 parking spaces and upgrading of the loading area, and (b) the refinancing of outstanding debt of the Borrower (together, the "Project"). The Project will be owned and operated by the Borrower. The maximum estimated principal amount of the Notes to be issued to finance the Project is $5,750,000. The Notes, as and when issued, will not constitute a charge, lien, or encumbrance upon any property of the MDCA or the City of Minneapolis (the "City"), and such obligations will not be a charge against the general credit or taxing powers of the City, but will be payable from sums to be paid by the Borrower pursuant to a revenue agreement. A draft copy of the proposed application to the Minnesota Department of Employment and Economic Development for approval of the Project, together with all attachments and exhibits thereto, is available for public inspection during normal business hours, Monday through Friday, at the City of Minneapolis' Department of Community Planning and Economic Development, Crown Roller Mill, Suite 200, 105 Fifth Avenue South, Minneapolis, Minnesota. At the time and place fixed for the public hearing, the Committee will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal.
